Amends Constitution: Dedicates Some Lottery Funding To Parks, Beaches; Habitat, Watershed Protection

Result of “Yes” vote:
"Yes" vote dedicates 15 percent lottery funding to parks, beaches; salmon, wildlife habitat, watershed protection.

Result of “No” vote:
"No" vote retains system restricting state lottery funding to job creation, economic development, public education.

PEAPAC Explanation:
This Measure would use some lottery money to fund parks and some environmental activities. We oppose the Measure and recommend a No vote.

PEAPAC Commentary and Recommendation

First, we are strongly opposed to the Oregon lottery and its monopolistic government-encouraged gambling (see “The Bible and Gambling.”) We strongly oppose any expansion of the use of lottery dollars. The end result of such expansion is more dependency on these dollars, and a longer life for the Oregon lottery. Additionally, any expansion of the use of lottery dollars tends to more legitimize the lottery, which we are strongly opposed to.

Second, this Measure would use this ill-gotten money to fund public parks used by our families. To fund such activities by means of lottery proceeds subjects them to unstable financing. Bad money corrupts good park lands.
